Questions about public information and policy surround battery energy storage systems

OPINION — An informal online poll launched after a recent opinion column suggests most respondents want more information and clearer rules before Rideau Lakes Township moves forward on battery energy storage systems.

The poll, Have your say BESS in Rideau Lakes, drew 27 responses and asked participants what they believe should happen next as council considers how to address potential BESS projects.

The poll followed an opinion column published online Jan. 22 on Hometown News, which questioned whether council was moving too quickly on the issue without a clear framework or broad public understanding of how battery energy storage systems work and what authority municipalities have.

The largest share of respondents, 40.7 per cent, said the township should hold public information sessions with experts and project proponents.

Another 25.9 per cent said clear policy and zoning rules should be developed first.

Nearly one in five respondents, 18.5 per cent, said they need more information before forming an opinion, while 11.1 per cent said no action should be taken until a specific proposal is submitted. A further 3.7 per cent said the issue should be decided through a question put to voters on an election ballot.

Taken together, about two-thirds of respondents favoured additional information, public education, or policy development before council makes decisions on battery energy storage systems.

The poll was not scientific and respondents self-selected. Results reflect the views of those who chose to participate and are not representative of the broader population.

Rideau Lakes council has not yet adopted a comprehensive policy or zoning framework specific to battery energy storage systems. Municipal authority over such projects is limited, with several aspects regulated at the provincial level.

Council has since debated wording for a potential ballot question in the 2026 municipal election asking voters whether they support battery energy storage systems in the township.

More to come as this issue moves forward.
