COUNCILLOR

Councillor CandidateJeff Atkinson

Incumbent Councillor

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I’m seeking re-election as a Councillor so that I can continue to bring a forward-looking, optimistic and practical perspective to the council table along with the eight years of experience I have serving in the role. Overall, I think people in Carleton Place are happy with the current council.

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

Keeping up with growth while working to improve local quality of life is the most important work for the next council. Services should keep pace with population and investments in infrastructure – physical, social, commercial and green – must be thoughtfully planned to deliver the highest benefit in the most affordable way.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

I think the Town would do well to include more local voices and perspectives in its decision-making. Two changes I would like to see are (1) a revamp of Council’s Advisory Committees to better focus on local issues and local needs, and (2) a plan for neighbourhood associations to better connect Council with community.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Nobody has all the answers and there’s rarely just one that’s right. Being available and prepared to listen to different ideas and alternate approaches with an open mind is the only way to find the common ground where a consensus and next steps in difficult issues can happen.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

Over the last eight years, the planning we’ve done as a council has opened doors to otherwise unavailable funding from the provincial and federal governments. Good planning is key to building a town that works, including a long-term look at the costs and how they impact local quality of life.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

I would keep doing what I have been doing for the past eight years. My forward-focused, optimistic, professional and practical approach to the job gets results. The current council has been getting things done without the drama and conflict we see in other municipalities. Let’s keep it up!

Councillor CandidateSarah Cavanagh

Incumbent Councillor

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I am seeking re-election because my experience, collaborative nature and dedication to Carleton Place are a valuable addition to the council table. I bring unique solutions and perspectives and am honoured to bring a focus on collaboration, compassion and strategic investment to the table.

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

I would say connection. No matter the issue, it will always start and stop with humans feeling connected to each other and to where they live. The most effective solution (and least costly) is empathy; listening and understanding each other and through that building a resilient and connected community.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

My goal is to keep moving forward. This past term we collaborated to, in 4 short years, achieve many of the strategic goals identified in 2022. I look forward to the opportunity to achieve more success and to make Carleton Place a community to aspire to.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

I always consider residents when making decisions but in a broader context - as a councillor - you are responsible for all residents (and they may not always agree unanimously) so the path forward is to listen actively to everyone who wants to share their perspective and lived experience.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

With continued strategic investment and sound planning. Looking at the big picture and the effects of spending in not only the current term but the impact on the future longevity of infrastructure and service availability.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

I am a calm, level headed person. I have vast experience in working in teams made of individuals from all walks of life. I go into every situation with compassion and a desire to learn from others. The path to a productive working environment is a calm, kind and inclusive mindset.

Councillor CandidateDena Comley

Incumbent Councillor

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I’m seeking re‑election to continue the good work this council has begun. I bring small‑business experience, technical engineering knowledge, fiscal responsibility and a long‑standing commitment to Carleton Place. Through collaborative discussions and efforts I will continue to keep community wellbeing at the centre of every decision.

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

Carleton Place’s biggest challenge is managing rapid growth while protecting affordability. Growth drives pressure on roads, water, sewers, recreation and services. I will champion data‑driven planning, setting clear priorities and strong advocacy with the province to match growth with infrastructure investment while protecting taxpayers and essential services.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

We’ve made real progress on accessibility, communication, carbon reduction and online services, but there’s more to do. I support continued upgrades to facilities and parks for accessibility, deeper emissions reductions in town buildings, and expanded online booking and information so residents can access services easily and transparently.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Disagreement is part of healthy local democracy. I invite residents to contact me by email, phone or in person, and I listen carefully to all perspectives and supporting facts. When decisions are made, I explain my reasoning openly, even when some will disagree, and remain available for follow‑up.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

Balancing affordability with reliable services requires strong asset management, long‑term planning and clear priorities. I support using evidence‑based capital plans, exploring grants and partnerships, and continuing to press the province for fair, sustainable infrastructure funding so we maintain roads, pipes and services without placing undue pressure on taxpayers.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

I will continue to foster respectful, professional relationships with the mayor, councillors, staff and residents through open communication, preparation and collaboration. I’m willing to debate issues frankly, seek compromise where possible, and then stand behind council’s decisions so we present a consistent, constructive voice for Carleton Place.

Councillor CandidateIan Dorward

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I currently work and reside in this wonderful town. I interact with so many locals on a day-to-day basis and I get to hear what they think is good and bad about Carleton Place. Why not listen to my fellow towns folk and try to fix the bad and celebrate the good? My many years of being a retail manager and my exceptional leadership skills make me the perfect candidate for council.

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

There are three main opportunities facing Carleton Place. They are: "Efficient municipal services", "Enhanced community waste services", and "Sustainable infrastructure-ready growth." These just happen to be my three pillars to my campaign. I have a wide array of ideas to help tackle these opportunities.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

The town is growing at an alarming rate. 17,000 people by the end of 2026 make CP one of the fastest growing towns in Ontario. The biggest visible gap in Carleton Place seems to be their infrastructure (roads, water, sewage). Although many projects are on-going to help with this issue, much more needs to be done to keep up with the population growth. Infrastructure growth needs to be of the highest importance to just meet with current demand.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

That is the great thing about democracy, everyone gets a voice. Just because I am passionate about something, doesn’t mean the town is. The biggest role I would play in being town councillor would be to balance my ideas with the wants and needs of the residents of CP. Be there to support council and more importantly, its constituents.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

The current town council has applied for and received numerous government grants for projects in town. I believe this is one of the simplest ways to save tax payer dollars. Now, this will not solve everything and realistically, year over year, taxes will most likely go up. I believe it is not as simple as “no more raising taxes” but more so “how do I benefit from an increase in taxes? What do I get out of it?” Essentially it is a cost benefit analysis of taxes to programs.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

As mentioned before, I manage a local retail establishment and have been a manager for over 20. I am a leader, I am professional, and I know how to work in group settings or independently. I have extensive people skills and look forward to listening and working with all people involved.

Councillor CandidateKory Earle

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I am running because I love Carleton Place and know I can make a positive difference. I am running for councillor in Carleton Place to ensure your voice comes first at town hall.My dedication to this community has only grown. I will not make promises I cannot keep, but I guarantee one thing: I will put all residents first and truly listen. Every decision impacts your daily life, and real progress requires public consultation, strong partnerships, and direct action. As a huge advocate for the Community, I bring years of grassroots experience championing so many causes. Electing me ensures a dedicated representative will bring responsive municipal services, and a stronger future for everyone. I will put residents first and truly listen. I have shown up for our Town, not just at Election Time, to help so many people! This Election is not about me, it’s about the residents, My career has been defined by helping others!

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

Affordable housing is the most important issue. Growth is good, but not when it pushes people out of their community. I would advocate across all levels of government for low-income options, smart zoning, and sustainable solutions, while reviewing our infrastructure to plan for growth, not just react to it.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

The town could listen better. Too many residents find out about decisions after they are made. I propose regular town hall meetings on a set schedule, with agendas and documents shared ahead of time in plain language, so people can understand what is being decided before they walk in.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

I would seek out disagreement, because that is the input I need most. I would hold town halls, be available by phone and email, and meet people for coffee. When someone disagrees, I would explain my thinking, ask what I am missing, and take it into account before I vote. I will always put the Residents First!

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

The balance starts with transparency. Residents deserve clear, plain-language budget reporting to understand the impacts. We must maintain what we have on schedule, because emergency repairs cost more than planned ones. We should seek provincial and federal grants; we must plan a head for the future. We must look at the taxes carefully, taxpayers should know how much contracts cost ect., and what if things go over budget. Residents need to be informed right away and not just hear it in the media, social media.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

All parties must work together for the good of the community. I will disagree with colleagues sometimes, but never make it personal. Municipal staff deserve respect. Most importantly, I will keep residents in the conversation ensuring that they all are involved. I believe in team work and that we all must work together.

Councillor CandidatePaul Frangione

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

As a resident, father and local business owner in Carleton Place, I have a profound appreciation for what council contributes to the community at large. Bringing years of experience in finding opportunities and efficiencies to optimize outcomes, I believe I can apply that logic at the community level.

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

Carleton Place currently faces community growth separatism. Long term residents and the large influx of new residents have different priorities and expectations and finding the balance to serve everyone in a balanced and fair approach is crucial in the town’s future way ahead.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

The town could be reviewing the growth projections and service/infrastructure concerns that accompany that growth more effectively. Better communication, community involvement and studies to ensure the optimal results are decided upon for everyone is needed moving forward.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

As a representative of the community, it would be my role to recognize opposing thoughts and opinions for any initiative, reading and listening to residents through conversations or correspondence and make objective, fact based decisions to serve the community.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

Council should base expenditure on informed and objective reports and studies to optimize spending on the needs that best serve the community at large and where risks have been identified for long term exposure to health and safety concerns.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

Maintaining open and transparent communication with town staff, council members and residents is crucial to any strong candidate. I would keep myself available to discuss and listen to town matters and concerns through a multitude of platforms would be a priority for my term in office.

Councillor CandidateMark Hinton

Incumbent Councillor

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I’m seeking re-election because I believe there is important work still ahead. I bring four years of Council experience, more than 35 years in business, marketing and communications, and previous leadership with the Downtown Carleton Place BIA. I bring a collaborative approach, ask tough questions, listen carefully and focus on long-term results.

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

Managing growth responsibly is our biggest challenge. Growth must be supported by adequate roads, water, wastewater, recreation and municipal services without placing an unfair burden on existing taxpayers. I will support thoughtful development, long-term infrastructure planning and ensure growth contributes appropriately to the costs it creates.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

We can improve how we communicate major decisions and projects to residents. I would support clearer, earlier public communication that explains the options, costs and long-term implications before major decisions are made, while creating more opportunities for meaningful resident input—not simply informing people after decisions have already been made.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Disagreement is an important part of democracy. I make myself available, listen respectfully and try to understand why someone holds a different position. I consider resident feedback alongside professional advice, financial implications and long-term consequences. I may not always agree, but residents deserve to know their concerns were genuinely considered.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

Council must distinguish between what we need, what we want and what we can afford. We should prioritize essential infrastructure, plan investments over the long term, pursue provincial and federal funding, and continually look for efficiencies. Every major expenditure should demonstrate value while recognizing the financial pressures facing taxpayers.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

My first term reinforced that successful municipal government is a team effort. I will continue treating colleagues, staff and residents with respect, listening to different perspectives and challenging ideas without making disagreements personal. We won’t always agree, but professionalism, preparation, open communication and collaboration produce better decisions for Carleton Place.

Councillor CandidateShane O’Neill

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I’m running for Town Council to help build a vision for the future of Carleton Place which prioritizes public safety and responsible development. If elected, I would bring my local governance experience on the Municipal Heritage Committee and professional experience as a former journalist and management consultant to the table.

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

What I hear most from residents is that public safety and the town’s growth are two major issues of concern. Increased traffic volumes on residential streets is a public safety issue tied to town growth. I believe we must ensure services and infrastructure, including town roads, fit a growing community.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

I propose to direct staff to prepare an annual report on the Transportation Master Plan, adopted in 2022, and advocate for increased traffic calming measures in high traffic traffic areas and community safety zones. Residents deserve transparency on the data considered in the plan and how it changes every year.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

I will seek input from residents who disagree with a position or decision by making myself available to meet and speak respectfully with residents throughout my term. I commit to holding regular “office hours” at the library or another safe location to meet directly with residents in an accessible area.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

The Mayor and Council have the difficult task of balancing property taxes in a way that keeps our community affordable – but it must not be at the cost of maintaining and expanding critical infrastructure residents depend on to keep everything from our drinking water to our streets safe for all.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

I will serve Carleton Place as a public servant first and be accountable directly to all members of our community. I’m aware of the responsibility the role requires. I will treat my colleagues on council, municipal staff, and other elected representatives with the respect befitting a representative of our community.

Councillor CandidateLinda Seccaspina

Incumbent Councillor

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I am seeking this position because I believe Carleton Place needs councillors who will listen, ask questions, do their homework and put the community ahead of politics. I have already had the privilege of serving on council for two terms, and that experience has taught me that municipal government is about much more than making decisions in a council chamber.

2. What do you believe is the most important issue facing Carleton Place, and what would you do about it?

One of our biggest challenges is managing growth while maintaining the character, services and infrastructure that residents depend upon. Carleton Place is growing quickly, and growth brings opportunities—but it also puts pressure on roads, traffic, water and sewer infrastructure, parks, accessibility, emergency services and municipal finances.Growth should strengthen Carleton Place, not overwhelm it.

3. What could the Town of Carleton Place be doing better, and what specific change would you propose?

I believe the Town can do a better job communicating with residents before decisions are made .I would like to see stronger communication including plain-language explanations of the options, costs, timelines and long-term implications. The government should not speak in a language that requires residents to be experts in municipal reports to understand what is happening in their own community.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

A councillor does not get elected to agree with everyone. We are elected to make decisions—and sometimes those decisions will disappoint people. If someone disagrees with me, I want to understand why. Once the council makes a decision, we may not all agree with the outcome, but we should be able to say that the process was fair and the decision was made in the best interests of the community.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the town?

This is one of the hardest responsibilities of council because there is no magic money tree behind the municipal office.Residents want affordable taxes, but they also expect everything else that costs money. Every major expenditure should come with the same question: Is this something we need, want, and can we afford it? At the same time, postponing necessary maintenance simply because it is unpopular today can create a much larger bill tomorrow.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

I believe in being respectful, and willing to disagree without making disagreement personal. Council is a team, and my approach would be simple: listen carefully, do the work, ask the questions, treat people respectfully and remember who we are there to serve. At the end of the day, the council table isn't about winning an argument. It is about making Carleton Place better.
