Councillor CandidateBev Holmes

Incumbent Councillor

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I’ve served the residents of Mississippi Mills as a Ramsay Councillor for the past eight years. I have used experience gained from my careers in nursing, nursing administration and farming when making decisions. I’ve learned that teamwork and perseverance are key to success at the Council table.

2. What do you believe is the most important issue facing Mississippi Mills, and what would you do about it?

The most important challenge for the next Council is to balance growth, debt and sustainability. Long term planning, especially the provincially mandated Asset Management Plan, has identified significant infrastructure needs over the next 20 years. The reality of our economic environment puts serious constraints on our choices.

3. What could the township of Mississippi Mills be doing better, and what specific change would you propose?

Improving gravel roads is top of my priority list. Gravel roads were not Included in the Asset Management Plan and their maintenance has fallen behind the paved roads program. This problem must be addressed by the next Council, beginning with an inventory that identifies current conditions and proposed levels of service and the development of a clear financial plan to support the necessary work. Major work is required in this area.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Resident consultation, via online surveys, is an important communication tool; results are regularly provided to Councillors. I also listen to informal concerns of residents and seek out accurate information ranging from staff advice, peer reviewed research, local experts, and outside agencies such as the Mississippi Valley Conservation Authority.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the township?

Balancing property tax affordability against the cost of maintaining roads, infrastructure and municipal services are one of the most important, and most difficult, roles of Council. Councillors must always keep a focus on the economic climate as well as the demands of the Asset Management Plan when making decisions about expenditures.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

I believe in applying the principles of respectful debate, cooperation and consensus to reach solutions that are beneficial to the community at large. If I am re-elected, I’ll carry that commitment into the next four years.

Councillor CandidateVicki Lowe

Incumbent Councillor

1. Why are you seeking this position, and what experience or perspective would you bring to the council table?

I’m running again because I care deeply about Ramsay and believe I still have valuable contributions to make. I bring four years of council experience, strong financial and governance knowledge, and a rural perspective. I do my homework, ask difficult questions and focus on practical, long-term decisions.

2. What do you believe is the most important issue facing Mississippi Mills, and what would you do about it?

Managing growth without losing what makes Mississippi Mills special. Growth must be financially sustainable and supported by the infrastructure and services residents need. I would continue pushing for strong long-term financial planning, protection of agricultural land and rural communities, and development that pays its fair share.

3. What could the township of Mississippi Mills be doing better, and what specific change would you propose?

We need to do a better job helping residents understand our gravel road work—when roads are scheduled for rehabilitation or upgrades, why they are prioritized, and what the work costs. Residents should be able to easily see what is planned, when it will happen, and why.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

I want to understand why someone disagrees with me. I listen, ask questions, check the facts and consider perspectives I may have missed. Ultimately, councillors must make decisions, but residents deserve to know their concerns were genuinely considered and why I reached my conclusion.

5. How should council balance property-tax affordability with the cost of maintaining roads, infrastructure and municipal services across the township?

By planning ahead instead of postponing costs. Good asset management, realistic service levels, adequate reserves and careful prioritization help avoid expensive surprises.

6. How would you contribute to an effective and professional working relationship among the mayor, councillors, municipal staff and residents?

Respect the different roles and come prepared. Staff should provide professional advice; Council should ask questions and make decisions. Councillors will disagree, but we can disagree professionally. We’ve been very successful with this over the last four years. Residents deserve a Council that works constructively together and explains its decisions clearly.
