MAYOR

Mayoral CandidateChristopher Cummings

1. Why are you running for mayor, and what experience or qualifications have prepared you for the position?

I am running because I believe Smiths Falls has a strong future. After 32 years here, I understand what makes our community special. With 40 years in finance, three terms on town council, and leadership experience in health care, education and community organizations, I bring experience, responsible leadership and a commitment to building our next chapter together.

2. What are your three highest priorities for Smiths Falls during the next four years, and what specific action would you take on each?

My top three priorities are value for taxpayers, infrastructure and economic development. I’ll focus on finding efficiencies, strengthening long-term infrastructure planning and securing government funding, while creating a practical economic development plan to support local businesses, fill vacant downtown storefronts and attract investment. These priorities reflect what I’ve heard from thousands of residents.

3. How would you balance property-tax affordability with the cost of maintaining and replacing the town’s infrastructure? Identify any spending area you would increase, reduce or review.

We cannot promise low taxes while ignoring infrastructure needs. But before asking residents for more, we must ensure every tax dollar is being used wisely. I would strengthen preventive maintenance and long-term planning, and review purchasing, contracting and shared-service opportunities. Major projects must consider their full lifecycle costs. My 40 years in finance means asking tough questions while protecting essential services.

4. What should the town do to increase housing availability and affordability while managing growth responsibly?

Smiths Falls needs more housing choices, from affordable rentals and attainable home ownership to senior-friendly options. We should use existing serviced land, encourage responsible development and reduce unnecessary approval delays and costs. My experience with developers, builders and families brings a practical perspective. Growth must strengthen our community without unfairly burdening taxpayers.

5. What is your vision for economic development in Smiths Falls, and what role should the municipality play in attracting investment and supporting existing businesses?

Smiths Falls has overcome economic challenges before, and I’ve seen firsthand how our community can respond with optimism and action. I would bring that same practical approach today: support existing businesses, remove unnecessary barriers, attract new investment and pursue a measurable economic development plan that helps Smiths Falls grow and prosper.

6. Smiths Falls is preparing a new Official Plan to guide growth and development through 2046. What principles or priorities should shape that plan?

I feel strongly that the plan should focus on responsible growth, providing housing choices, economic opportunities and infrastructure while protecting the downtown, heritage, waterfront, green spaces and neighbourhood character that make Smiths Falls special. Above all, growth must be realistic and financially sustainable for taxpayers. Smiths Falls doesn’t need to choose between experience and change. I have the right kind of experience and the vision to bring change.

7. What are your thoughts on using strong mayor powers?

Strong mayor powers make trust, experience and judgment even more important. My position now, as always, is that I am opposed to using strong mayor powers. Effective local government depends on open discussion, shared responsibility and representation of diverse voices. My commitment is simple: Listen. Collaborate. Advocate. Act.

Mayoral CandidatePeter McKinna

Incumbent Councillor

1. Why are you running for mayor, and what experience or qualifications have prepared you for the position?

I grew up in Smiths Falls, and that experience helped shape a life of community service and compassion, leading to a career in senior health-care leadership and eight years on Council. I bring strong financial management experience, thoughtful decision-making and a collaborative approach to leadership. I am prepared to lead.

2. What are your three highest priorities for Smiths Falls during the next four years, and what specific action would you take on each?

Improve the quality and reliability of the infrastructure our residents depend on; work with County, provincial and not-for-profit partners to advocate for affordable housing and improved access to essential health services; and renew community assets, including Lower Reach Park, parks, waterfront and trails, while advancing a new Regional Recreation Centre.

3. How would you balance property-tax affordability with the cost of maintaining and replacing the town’s infrastructure? Identify any spending area you would increase, reduce or review.

Smiths Falls has invested over $100 million in infrastructure in the past six years, supported by provincial and federal grants that reduce pressure on the local tax base. Proactive investment in critical infrastructure saves money over the long term. I will prioritize strategic investment, long-term planning and thoughtful municipal spending.

4. What should the town do to increase housing availability and affordability while managing growth responsibly?

Over 800 housing units were built during my two terms on Council, including 33 rent-geared-to-income and more than a dozen affordable units. We have renewed our partnership with Carebridge to develop housing on Robinson Avenue. I will continue advocating for affordable housing, responsible growth and expanded access to $10-a-day childcare for families.

5. What is your vision for economic development in Smiths Falls, and what role should the municipality play in attracting investment and supporting existing businesses?

A vibrant local economy starts by listening to the businesses already here. I will support the Town’s Business Retention and Expansion strategy, pursue additional employment land and create conditions that attract investment and good jobs. I will also continue working with Hershey’s as it prepares for operations, strengthening Smiths Falls’ economic future.

6. Smiths Falls is preparing a new Official Plan to guide growth and development through 2046. What principles or priorities should shape that plan?

Leverage the Community Improvement Plan to incentivize affordable housing, develop additional employment land and work with the Samure Group to develop 361 Queen St.

7. What are your thoughts on using strong mayor powers?

I would not expect to use Strong Mayor Powers, the exceptional circumstance being where a Council decision failed to prioritize the safety and wellbeing of our community or employees. I believe the Mayor’s role is to lead through collaboration, respect the democratic process and work with Council to find solutions.

Mayoral CandidateNate Morris

1. Why are you running for mayor, and what experience or qualifications have prepared you for the position?

I’m running to bring new leadership, accountability and openness to Town Hall, with a clear focus on affordability and lowering water bills. My background includes environmental remediation, agriculture, entrepreneurship, research and project development. My 10 campaign pledges outline the practical changes I’m prepared to lead.

2. What are your three highest priorities for Smiths Falls during the next four years, and what specific action would you take on each?

My 10 campaign pledges can be distilled into three priorities: affordability, accountable government, and building for the future. My first priority is lowering water bills by reducing unnecessary spending and improving efficiency, while making Town Hall more transparent and results-focused, expanding housing and economic opportunity along with revitalizing our waterfront.

3. How would you balance property-tax affordability with the cost of maintaining and replacing the town’s infrastructure? Identify any spending area you would increase, reduce or review.

Affordability starts with Pledge #1, lowering water costs. Before asking residents for more, Town Hall should reduce unnecessary consulting and administrative costs, improve procurement, reduce water loss, prioritize maintenance and aggressively pursue outside funding so needed infrastructure investments don’t automatically mean higher taxes or water bills.

4. What should the town do to increase housing availability and affordability while managing growth responsibly?

My plan for housing and permit reform is outlined in Pledge #4. I would speed up approvals, remove unnecessary barriers, and encourage infill, smaller homes, rentals, non-profit and co-operative housing. Increasing housing supply is part of making Smiths Falls more affordable, alongside my commitment to lowering household water costs.

5. What is your vision for economic development in Smiths Falls, and what role should the municipality play in attracting investment and supporting existing businesses?

My economic vision starts with affordability. Lower water costs, faster approvals and efficient Town Hall services make Smiths Falls more attractive to residents and businesses. Pledge #3 would also use waterfront remediation and the Rideau Canal bicentennial to create new tourism, recreation, investment and business opportunities.

6. Smiths Falls is preparing a new Official Plan to guide growth and development through 2046. What principles or priorities should shape that plan?

The Official Plan should put affordability first. It should support housing choice, efficient infrastructure, walkability, public safety, opportunities for young people, accessibility for seniors and protection of our waterway. Growth should strengthen the tax base and help control household costs rather than continually increasing the burden on residents.

7. What are your thoughts on using strong mayor powers?

I will never use Strong Mayor Powers, with one exception: replacing the CAO. I have been completely transparent about that commitment. For those who believe the Town would benefit from new leadership, I am putting that choice on the ballot. A vote for me is a vote for new leadership at Town Hall.

COUNCILLOR

Councillor CandidateAlex Brown

1. Why are you running for council, and what experience or perspective would you bring to the council table?

I’m running because decisions at Town Hall take too long and cost too much. As a local parent and a systems analyst with 23 years in tech—including Shopify and CATSA—I bring a data-driven approach to council, solving complicated problems with clear numbers rather than guesswork.

2. What do you believe is the most important issue facing Smiths Falls, and what would you do about it?

Affordability. Our median household income sits below the Ontario average, so tax hikes hit hard. I’ll push to keep tax increases low, demand upfront transparency on real household costs, and benchmark major budget lines against comparable towns to catch inefficiencies early.

3. What could the Town of Smiths Falls be doing better, and what specific change would you propose?

Everyday transparency. I propose investigating a public issue tracker—a simple app where residents drop a pin, upload a photo of a pothole or broken sidewalk, and watch it get fixed. Ottawa and Toronto use this proven tool to fix small issues fast and build trust.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

I listen by focusing on facts and shared goals rather than noise. I’ll actively seek input through accessible channels and ensure residents see the exact data, costs, and tradeoffs behind every major decision. Straight answers build trust, even when we don't completely agree.

5. How should council balance property-tax affordability with the cost of maintaining and replacing municipal infrastructure?

By standardizing budget benchmarking against other towns to catch inefficiencies, aggressively pursuing grants, and giving staff clear direction upfront to avoid costly rework. We must prioritize core infrastructure while being transparent about what every project actually costs the average household.

6. What does effective conduct by an individual councillor look like, particularly when that councillor disagrees with the mayor, other council members or municipal staff?

Effective councillors do their homework, focus on data, and respect operational boundaries. Council sets policy, while staff manages execution. When disagreements happen, a councillor should debate the evidence publicly—not attack people or micromanage staff. You state your case with facts, vote, and move forward together.

Councillor CandidateJames Creighton

1. Why are you running for council, and what experience or perspective would you bring to the council table?

The reasons I am running for council this term are the exact same reasons I ran four years ago. I care about my community, I invested in my community and I plan to see it flourish. Owning “Sip Bistro” a DBA affiliated hospitality business affords me unique insight to town.

2. What do you believe is the most important issue facing Smiths Falls, and what would you do about it?

Sensible Investment in Tourism & Sustainable Growth. Our downtown core has seen a massive amount of investment and redevelopment in recent years but still many storefronts remain vacant. I believe the town needs to reenvision itself as the “gateway” to boating, paddling, trail and rail access it has always represented.

3. What could the Town of Smiths Falls be doing better, and what specific change would you propose?

Instead of saying what I think we could be doing better I'd like to speak to strengthening what we already have going on. I believe in a “building it and they will come” approach to business and tourist growth.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

I’m not a hard guy to find in town. I own a very visible brick and motor business and all I do all day long is talk to people. I don't agree with everyone all the time but that has never prevented me from being open minded and hearing their point of view. My email is widely available online and I have multiple social media accounts.

5. How should council balance property-tax affordability with the cost of maintaining and replacing municipal infrastructure?

Everyone in town pays property tax be it home owners or renters that essentially have that tax bundled in. Out of town property owners (that often care less about the appearance of their commercial / residential units) would obviously see this as lower priority. I see that as the larger issue.

6. What does effective conduct by an individual councillor look like, particularly when that councillor disagrees with the mayor, other council members or municipal staff?

I would say the conduct of anyone in town should be respectful, regardless of their concern, position or disagreement with any and all members or bodies of our community.

Councillor CandidateBill Dickson

1. Why are you running for council, and what experience or perspective would you bring to the council table?

I have thought about running for council since I moved to Smiths Falls. My retirement allows me to dedicate the necessary time to be an effective part of the team. I believe in transparency and compassion and always want to hear all sides of an issue.

2. What do you believe is the most important issue facing Smiths Falls, and what would you do about it?

It’s hard to nail down one issue in these challenging times. Food insecurity goes hand-in-hand with the high cost of housing. Everything has become so expensive. I believe working to attract more businesses and small industries can help provide more jobs.

3. What could the Town of Smiths Falls be doing better, and what specific change would you propose?

We could increase the way we market ourselves. We need to attract people, not just as tourists, but as potential investors and residents. This involves council, staff and external agencies working together. We need to ensure potential hurdles are removed while protecting our environment and resources

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Everyone deserves to have their voice heard. I would make myself available to listen. This could include regular open discussion, such as sitting down at a local café. You need to hear why someone disagrees to understand. In the end, someone will (almost) always be unhappy with a decision.

5. How should council balance property-tax affordability with the cost of maintaining and replacing municipal infrastructure?

Property taxes are a necessary evil. The town can’t provide essential services without it. We need to review how we spend tax dollars to ensure money is being spent wisely and effectively. We also need to push the province for increased transfer funding to offset the need for property tax increases.

6. What does effective conduct by an individual councillor look like, particularly when that councillor disagrees with the mayor, other council members or municipal staff?

There will always be disagreement around the council table as part of the democratic process. Hopefully it leads to a consensus on issues. Disagreements must be professional and respectful. Council members must be able to share viewpoints and opinions, including input from residents, without fear of backlash.

Councillor CandidateLewis Koluk

1. Why are you running for council, and what experience or perspective would you bring to the council table?

I am forever indebted to Smiths falls, and work to keep it amazing. Volunteering around town and on the “Equity for All” committee. As a working-class man with a lifetime of navigating hospitals and healthcare. I bring both logic and empathy, with a focus on achievable goals and measurable results.

2. What do you believe is the most important issue facing Smiths Falls, and what would you do about it?

Infrastructure — When it isn’t properly planned and maintained, many other problems grow and are made worse. We need decent roads, well-planned streets, and parks to reduce traffic problems and make the town more appealing to locals and tourists.

3. What could the Town of Smiths Falls be doing better, and what specific change would you propose?

We have so many talented people doing amazing work in similar areas. I believe the town can help to both assist and bring leaders together. To benefit every organization and by doing so, Smiths Falls. Whether that's in Grant awareness and application assistance or finding best practices to share.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Having an open door and easy ways of contacting a representative is a cornerstone of a strong democracy. Listening to those criticisms with humility and honesty is another, allowing us to find the best way forward even when we disagree.

5. How should council balance property-tax affordability with the cost of maintaining and replacing municipal infrastructure?

Planning and working within established timelines to spread costs and maintain the most critical areas first. If opportunities for long-term investments that reduce costs appear, they should be given immediate and serious consideration. I strongly believe in adjusting priorities before raising taxes.

6. What does effective conduct by an individual councillor look like, particularly when that councillor disagrees with the mayor, other council members or municipal staff?

Respect and politeness must take precedence as a council member. We can disagree and argue without breaking those ideals. I would hope the strongest disagreements would be resolved or mediated outside of council meetings. There are many ways to Politick, but the least effective are malice and being obstinate.

1. Why are you running for council, and what experience or perspective would you bring to the council table?

I want to be part of a council that works towards making Smiths Falls continue to be a great place to start and raise a family. I’ve been raised here too, and I see the community for what it is and can continue to be for others, as well as my own family.

2. What do you believe is the most important issue facing Smiths Falls, and what would you do about it?

Housing and food affordability, as with many communities, continues to be a major issue. As such, we need to ensure that we put our support behind initiatives and groups helping with those solutions, while also researching and formulating other avenues that can assist in new opportunities to solve those problems.

3. What could the Town of Smiths Falls be doing better, and what specific change would you propose?

Transparency is a huge topic for many, and more opportunities for local engagement and discussion on local issues aside from council meetings, would go a long way to ensuring the public is both knowledgeable and equally involved or has the ability to be.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Regular “town halls” and being available to the public to discuss pending and passed decisions help with transparency and availability. We can’t accurately represent our community if we aren’t available and engaged in regular productive communication.

5. How should council balance property-tax affordability with the cost of maintaining and replacing municipal infrastructure?

There’s no simple answer. We can’t neglect infrastructure today and leave taxpayers a larger bill tomorrow. But before asking residents to pay more, Council should regularly challenge how we operate, identify unnecessary costs and outdated practices, and ensure we’re getting the best possible value from every tax dollar.

6. What does effective conduct by an individual councillor look like, particularly when that councillor disagrees with the mayor, other council members or municipal staff?

Disagreement is inevitable and actually healthy. An effective councillor should challenge ideas, ask difficult questions and stand their ground when necessary but always remain professional. Personal disagreements can’t be allowed to interfere with public service. We’re elected to represent our community, not to make Council about ourselves.

1. Why are you running for council, and what experience or perspective would you bring to the council table?

After my four year term on Council, so many infrastructure projects have been successfully completed. There is still much to do and I am seeking re-election because our roads, bridges, sewers, parks and public facilities require long term sustainable investment.

2. What do you believe is the most important issue facing Smiths Falls, and what would you do about it?

Affordability has become a crisis in Canada and Smiths Falls is unfortunately no different. Municipal governments have a role to play in encouraging developers to build accessible and affordable housing. We can also support food programs and keep fees and dues in check wherever possible.

3. What could the Town of Smiths Falls be doing better, and what specific change would you propose?

There is always room for improvement and growth and I look forward to continuing the momentum in Smiths Falls. Dealing with problems as they arise, and continuing investment in the community on all fronts will ensure that the town continues to grow and evolve in a positive way.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Resident participation in municipal decision making is critical. There are a number of town committees that residents can participate in, and various open houses and open discussions on critical issues. Encouraging residents to participate in these forums and to share their thoughts is critical to the success of the town.

5. How should council balance property-tax affordability with the cost of maintaining and replacing municipal infrastructure?

This is such a challenge in every municipality. We have critically aging infrastructure and we cannot risk putting off upgrades and replacements. Applying for grants from other levels of government has helped us with projects like the water tower, and these applications must continue.

6. What does effective conduct by an individual councillor look like, particularly when that councillor disagrees with the mayor, other council members or municipal staff?

Each Councillor is bound by a code of conduct to guide behaviour in meetings and when out in the public. Holding each other to account and maintaining a professional work environment makes a safe space for everyone involved in running the municipality.

1. Why are you running for council, and what experience or perspective would you bring to the council table?

I enjoy being a municipal councillor, being involved in decision-making and contributing to the progress of the town.

2. What do you believe is the most important issue facing Smiths Falls, and what would you do about it?

Concerns include the Chambers Street subway and whether it is safe. Climate change is another concern, including heavy rains and flooded basements. We should educate residents about measures such as backwater valves.

3. What could the Town of Smiths Falls be doing better, and what specific change would you propose?

Make it easier for residents to report issues of concern. Build or expand the fire hall. Promote and support tourism through organizations such as the Downtown Business Association, the Chamber of Commerce and RMEO.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

Residents can contact me at dquinn@smithsfalls.ca or 613-285-6829.

5. How should council balance property-tax affordability with the cost of maintaining and replacing municipal infrastructure?

Property taxes are a concern. Council should build what is needed, not what is wanted. Infrastructure remains a work in progress, including the water tower, upgrades to the wastewater and water treatment plants, and upgrades to some streets each year. This work is very expensive.

6. What does effective conduct by an individual councillor look like, particularly when that councillor disagrees with the mayor, other council members or municipal staff?

1. Why are you running for council, and what experience or perspective would you bring to the council table?

As the father of young children, I am deeply invested in the future of the community where my family lives. With Christ at my centre, a BA in Police Foundations and more than 6,000 volunteer hours, this position provides an opportunity to influence the future for my family and friends.

2. What do you believe is the most important issue facing Smiths Falls, and what would you do about it?

1. Investment and financial planning.
2. Maintenance.
3. Culture creation.

We need to facilitate a culture full of truth, beauty and goodness. We can help foster it by knowing constituents well, building effective incentive structures and planning strategically to engender a lively, strong and growing community.

3. What could the Town of Smiths Falls be doing better, and what specific change would you propose?

Food and shelter: Implement strategies to encourage and support those who face temporary challenges.
Families: Provide family activities and spaces to draw the community together and unify the town.
Advertising: Promote the glories of our town to encourage outside investment and attract visitors.

4. How would you seek and consider input from residents who disagree with you when making a difficult decision?

We cannot all agree on everything, but I believe everyone’s view has some validity. To facilitate these discussions, I would encourage and provide opportunities to hold them in person. Although we may not agree, open dialogue is important, and being able to articulate both sides is invaluable.

5. How should council balance property-tax affordability with the cost of maintaining and replacing municipal infrastructure?

Money is not just a number. It represents every constituent’s time, the only commodity we cannot get back.

Things cost money, period. Decisions should be based on the importance of the investment, not solely on choosing the cheapest option.

Property taxes are not the only way to balance the budget. Finding creative, revenue-generating activities that do not cost taxpayers would be key.

6. What does effective conduct by an individual councillor look like, particularly when that councillor disagrees with the mayor, other council members or municipal staff?

As a councillor, one agrees to maintain positive working relationships with both colleagues and the community. In these relationships, the conduct you can expect from me will be consistent with my conduct in my household, church and workplace. I believe in open conversations and maintaining transparency.
