Outdoor defibrillators, blocked rail crossings, the Chamber Street underpass and the proposed Alto high-speed rail project were on the list for Lanark- Frontenac MP Scott Reid, who appeared before Smiths Falls council’s committee of the whole on June 22.
Reid used the delegation to advocate for several local issues he believes could benefit from municipal and federal cooperation, while also urging councillors to proceed cautiously when discussing the proposed Alto high-speed rail project.
Outdoor AED station proposed
One of Reid’s primary focuses was the installation of an outdoor automated external defibrillator (AED) station in Smiths Falls.
Reid has been involved in placing defibrillators in communities for more than two decades. He pointed to examples in Europe and growing initiatives across Canada where AEDs are housed in heated outdoor cabinets and available to the public around the clock.
“I think it is the lowest-hanging fruit to make a difference,” Reid said.
He offered to help support the project through community funds he sets aside annually, although he said he envisioned a cost-sharing arrangement similar to other AED projects he has supported over the years.
Mayor Shawn Pankow asked about the costs associated with an outdoor installation, including infrastructure, power and maintenance requirements. Following the discussion, Pankow suggested staff connect with Reid to further explore the proposal, including costs, logistics and potential locations.
Carroll Road rail crossing
Reid also highlighted recurring concerns about freight trains blocking Carroll Road during crew changes near the rail yard.
He suggested the issue could be addressed through a relatively simple operational change. Rather than stopping near Carroll Road, Reid said trains could continue to the next crossing before crews are exchanged.
Under that scenario, a taxi could transport incoming and outgoing crew members between the train and the rail yard, eliminating the need to block the crossing during shift changes.
“I think that’s all that’s required,” Reid said.
Reid said he would be willing to assist with advocacy efforts and indicated he plans to discuss the issue with neighbouring Montague Township, noting support from both municipalities could help strengthen the case for change.
Coun. Chris McGuire said he has experienced delays at the crossing the tracks himself and welcomed assistance in advancing a solution.
Chamber Street underpass
The Chamber Street underpass was another topic Reid raised, describing it as an issue where municipal advocacy and federal support could help move discussions forward.
Reid suggested a resolution directed to the federal transport minister could help elevate the issue and clarify funding responsibilities.
Coun. Peter McKenna noted the underpass has been discussed in the community for decades and welcomed Reid’s offer of assistance should additional advocacy be required.
Coun. Dawn Quinn thanked Reid for attending and sharing his perspectives on local issues.
Alto caution
Reid ended with a warning about the proposed Alto high-speed rail project.
In April, Smiths Falls council passed a resolution supporting Alto should the community secure a future station stop.
While acknowledging that a station could bring benefits if the project proceeds, Reid argued municipalities should carefully consider how the project may ultimately be financed.
“I think the town made a very big mistake in passing this,” Reid said.
To support his concerns, Reid provided council with copies of a December 2025 report from Transportation Research at McGill examining land value capture as a financing tool for high-speed rail projects.
The report argues that land value capture could improve the long-term financial sustainability of Canada’s proposed high-speed rail network and recommends empowering Alto to pursue development and value-capture opportunities within two kilometres of future stations.
Reid said such proposals demonstrate why municipalities should carefully examine the potential implications of station development before advocating for a stop.
“The danger is that Alto will answer your request,” he said.
Council members did not engage in discussion about Alto following Reid’s remarks. Reid provided supporting documents for their review before concluding his presentation.
