Elizabethtown-Kitley names new director of finance

NEW DUBLIN — The Township of Elizabethtown-Kitley has appointed Charles (Chuck) Dowdall as its new director of finance, effective Sept. 8, 2025.

Dowdall succeeds Christine Martin, who is retiring after 32 years in municipal finance, including the past four with Elizabethtown-Kitley.

“On behalf of council, I am thrilled to welcome Charles to Elizabethtown-Kitley,” said Mayor Brant Burrow. “We are truly fortunate to have someone with such an extensive background in both private banking and the public sector. I am confident he will challenge us — in a good way — to adopt innovative approaches to funding and managing services for our residents. His calm and friendly demeanour will help ensure a smooth transition as we bid a fond farewell to our retiring director of finance.”

Dowdall brings more than 20 years of executive and senior management experience in the municipal and non-profit sectors, having worked in Toronto, Brantford, Lennox and Addington Counties, Prince Edward County and Kingston. Before entering municipal service, he spent two decades in commercial and corporate banking.

He holds a bachelor of commerce (honours) and an MBA from Queen’s University, along with CSC and PFP designations.

Raised in Perth, Ont., Dowdall said his rural roots have shaped his commitment to local government.

“I understand the difficult challenges of rural municipalities, having been raised in Perth and serving a term as a municipal councillor there,” he said. “I am passionate about advocating for rural communities at the provincial and federal levels to ensure their financial challenges remain in focus. I am committed to accountability, transparency and the delivery of services that provide value to residents.”

Dowdall and his wife, Lauranna, plan to become full-time residents of Elizabethtown-Kitley and active members of the community.
