Lanark OPP requests assistance with suspicious death investigation

Investigators are releasing photos of two individuals, charged with First Degree Murder and sexual assault in connection to ongoing investigations in Carleton Place, to seek public assistance for information.

On November 12, 2023, 50-year-old Rose Kerwin, who had been reported missing on November 13, 2023, was located deceased in the Mississippi River near the Village of Pakenham. On November 15, 2023, officers received a report of a sexual assault of a victim in Carleton Place.

As a result, on December 19, 2023, 56-year-old Marcel Lapensee of Carleton Place and 23-year-old Samantha Osborne of Iroquois were arrested and charged in connection with both investigations. Photographs of the accused are attached.

Investigators are concerned there may be other victims and are asking anyone who may have interacted with the accused to contact police. The investigation has revealed that the accused used aliases on social media, which include Maxx POWER and Sammi.

The search also continues for Kerwin’s vehicle, which is described as a blue 2013 Mazda GX four-door sedan with Ontario license plate CSXW383 (photo attached).

The Lanark County Detachment of the Ontario Provincial Police (OPP) is continuing its investigation, under the direction of the OPP Criminal Investigation Branch (CIB), with assistance from East Region Criminal Operations, and OPP Forensic Identification Services (FIS), in conjunction with the Office of the Chief Coroner and Ontario Forensic Pathology Service (OFPS). OPP Victim Specialists are providing support to persons impacted by these incidents.
