Perth Mayor addresses concerns over CAIVAN Golf Course Development

Perth Mayor Judy Brown has addressed what she called “misinformation circulating” about a proposed housing development at the Perth Golf Course by CAIVAN, which plans to build over 1,000 homes.

This controversial project is currently under review by the Ontario Land Tribunal. 

Brown clarified during the Jan. 28 meeting of council that she “did not recruit any developer” for the site and only met those involved after they had purchased the golf course. She also dismissed claims that the project was a “done deal,” stating that the final decision rests with a land tribunal, not town council. The matter is currently in mediation, with both parties represented.

Concerns about floodplain development were also raised, but Brown emphasized that such issues are governed by the Rideau Valley Conservation Authority, which will determine whether development is appropriate. She noted that CAIVAN cannot proceed without meeting regulatory requirements.

Additionally, the mayor addressed questions about councillors’ attendance at public meetings, explaining that if a majority of councillors were present, it could be considered an official council meeting. She reiterated that council speaks as a whole through the mayor, and individual councillors do not set policy.

Brown also referenced a visit to another CAIVAN development, Fox Run in Richmond, where she spoke with residents who expressed satisfaction with their homes and the ongoing tree-planting efforts in their community.
