UCDSB to consolidate TR Leger campuses, keep online learning flexible

Smiths Falls and 2 other sites to remain open for in-person programs

The Upper Canada District School Board is moving ahead with plans to consolidate in-person programming at TR Leger School of Adult, Alternative and Continuing Education, with just three campuses to remain open as of September 2025.

TR Leger’s credit program services will be centralized at those locations, while online learning will continue to be offered to adult learners, the board confirmed through its communications department this week with Hometown News.

Programming at the Iohahi:io campus in Akwesasne will remain unchanged, and trades courses will still be available at the Kemptville Campus. Smiths Falls and Cornwall campuses will also remain open. 

The decision follows a multi-year modernization strategy first introduced in 2022-23, aimed at maximizing student support and making better use of available resources.

“We have seen more mainstream students being supported in their homeschools and not requiring support from TR Leger,” said UCDSB communications manager April Scott-Clark in an emailed statement. “Adult learners enrolled with TR Leger are graduating at a higher rate, often completing credits in months instead of years.”

The move will reduce the number of TR Leger sites offering in-person credit programming, though a full list of campuses remains available online. Other non-credit services, including newcomer settlement supports, will continue in communities where they are currently offered.

Staff and students have already been notified of the changes, and the board says no further consultation is required since the decision falls under operational planning. The initial modernization plan was shared with trustees in February 2023 during a student success update.

While the long-term impact on staffing is not yet clear, the board noted that TR Leger staff will take part in the regular spring staffing process.

Scott-Clark said the changes align with the UCDSB’s strategic goals to deliver “innovative and responsive programs that address the learning needs of all students” while managing resources efficiently.
